Todays great injustice is the internet though it has many benefits it is also very much like putting a loaded gun into a childs hand whereas if a person of average or less intelligence can become a victim of his own ignorance. This is a petition that is to help the general public from disaster by making a mandatory test that qualifies each individual before they can operate the Internet . That will insure those that choose to be responsible and accountable for their doings on the web are just that and not a victim of not knowing internet laws and or rules. This will also help to make a peaceful internet world where just as a drivers are issued a permit so will a permit be issued for surfing the internet.
