This petition is focused on strengthening laws to both prevent cyber stalking, and cyber bullying - as well as to keep criminals from repeating their acts of terrorism, destruction and even causing the loss of life.

Cyber personal crimes often occur across city, county and state lines - making it extremely difficult for local law enforcement agencies to forensically investigate the entirety of any suspected cyber personal crime.

Upwards of 3,000,000 cyber stalking incidents are reported each year.

Cyber stalking, and cyber bullying, goes back as early as 1995 (US v. Jason Christopher Hughes).

Any individual convicted of cyber personal crimes, such as cyber stalking and cyber bullying, should have sentencing guidelines increased with a minimum of 6 years in a federal prison with no more than 4 years "time-served" - and a maximum sentence of 15 years.

Any individual who is suspected of cyber personal crimes can be charged without any statute of limitations.

Any individual convicted of cyber personal crimes must pay restitution to each victim of $2,000.00 (U.S. Dollars) for each instance of occurrence (each email, each phone call, each text message, each social media post and/or comment).

Any individual convicted of cyber personal crimes would be responsible for restitution to each investigating law enforcement agency, not less than $10,000.00 (U.S. Dollars) per agency.

Any individual convicted of a cyber personal crime would not be allowed the use of any personal electronic communication device for a period of no less than 5 years from the date of release, or sentencing - whichever is greater.

Cyber crime divisions of local police departments, and county sheriffs offices, would be allowed to cross jurisdiction boundaries in the course of investigating a cyber personal crime.
