To: The President of the United States The U.S. Senate The U.S. Congress Subject; Constitutional Amendment to limit terms for Congress and the Senate We the people, of the United States, in order to promote a more democratic government, are petitioning for an amendment to the constitution of the United States, limiting the number of terms Congressmen and Senators may serve to a maximum of three terms. We believe this is crucial to ensuring fair elections, a congress that is truly representative of the people, and a congress and senate that is free from the constraints and pressures perpetual campaigns place upon their legislative decisions ?Incumbent campaigns often ridiculously outspend their opponents. Large PAC contributions make it nearly impossible for an incumbent to be unseated by an unknown contender. We ask you, for the sake of our democracy, and the faith of the people in the American system of government that you, our elected leaders hear us, and draft an amendment to this effect, to be voted upon, not by the congressional, or Senatorial body, but by the people of this country at large .
