We the undersigned citizens of the U.S.A., who are tired of the legislative branch wasting time, spending money too freely and in general being ineffective propose these new rules and restrictions for the U.S. Congress. 1. All bills be written and sponsored as bi-partisan efforts as a minimum, no exceptions, and can not be submitted by a single Congressman EVER. 2. Filibusters will be completely eliminated. 3. The salaries of all members of Congress will be determined by their respective individual state and should be automatically adjusted to the cost of living, even if that means a pay cut, instead of them voting to get their own raises each year. 4. If a bill does not pass or is vetoed on it's first attempt, reasons for not passing will be outlined and adjusted or eliminated within one month or the bill is killed completely. 5. Term limits, no member of Congress shall be allowed to serve more than four terms, consecutive or otherwise. 6. Federal tax dollars will not be used to fund anything that does not concern national security or infrastructure. All other programs will be funded by private organizations or individual states.
