Following is a list of rules that I am proposing be imposed upon the U.S. Congress effective as soon as possible. 1. All bills be bi-partisan, no exceptions, at least 70/30 split and can not be submitted by a single Congressman EVER. 2. Pork/additional projects to the main portion of the bill may not exceed 10% of the cost of the main project as a total. 3. Filibusters eliminated, they already waste enough time. 4. Their salaries should be automatically adjusted to the cost of living even if that means a pay cut, instead of them voting to get their own raises each year. 5. If a bill does not pass or is vetoed on it's first attempt, reasons for not passing will be outlined and adjusted or eliminated within one month or the bill is killed completely. 6. Term limits, no member of Congress shall be allowed to serve more than four terms, consecutive or otherwise. 7. Federal tax dollars will not be used to fund anything that does not concern national security or infrastructure. All other programs should be funded by private organizations or individual states.
