
Concerned citizens of La Crescenta


To the Los Angeles County Department of Regional Planning
BLOCK U MATTER LUXURY RESORT LLC FROM OPERATING AT 3011 AND 3013 FRANCES AVE LA CRESCENTA, CA 91214.
We, the residents near 3011 and 3013 Frances Ave. La Crescenta, call upon the Los Angeles County Department of Regional Planning to bar U Matter Resort LLC, an eight- bed drug and alcohol rehabilitation facility as advertised by the owner on Indeed.com, from operating at this location.
When initiating the construction of this property, its owner, Henry Esmailian, misrepresented his plans to have the structure serve as a luxury rehabilitation center to the neighbors, and instead presented it as residential home where he, himself, intended to reside. Upon the completion of the construction however, the property was listed for sale by Kobeissi Properties which clearly showed that the owner never intended to live there as he originally claimed he would. In fact, he is listed as the CEO Mindful Recovery Center Inc located as 210 S. Kenwood St., Glendale, another Drug and Alcohol Rehabilitation Center. The property was then quickly removed from the market.
Nearby neighbors were never given prior notice about the business plans to establish a 24-hour drug and alcohol rehabilitation center by the property owner and by the County. They found out about the fact merely by chance, with one neighbor seeing the signage of the business from his roof, posted in the courtyard of the property, on 08-20-2023.
The owner has advertised this facility as being a "private lavish 8 bed facility" on indeed.com.
We, the neighbors, are concerned about the following:
1 - First and foremost, about the safety of the many children who play outdoors in our streets, walk to and from school and have been used to doing so in a safe environment. This facility is designed to operate between 2 nearby elementary schools (Monte Vista Elementary and Valley View Elementary). While we support and applaud all individuals who seek to rebuild their lives, we have concerns about potential inappropriate interactions with and/or illegal substance solicitation to our vulnerable children/youth in the area. A residential area is not an appropriate setting for an 8 bed rehabilitation facility.
2 - The traffic that will be generated from the program participants, their visitors, and the staff/management of the facility will also pose a safety concern for our children. In addition, parking is already scarce in this area. The establishment of such a business will further compound an already difficult parking situation and increase traffic in the area.
3 - The establishment of a business of this nature will decrease the property value of all nearby houses especially since this is a disclosure that any home seller must make. This community is comprised of hardworking individuals and for many of them, their homes are the single most important investment they have made to ensure their financial security. In addition, we theneighbors, find it unacceptable that prior notice of the establishment for U Matter Luxury Resorts LLC was never made to the nearby inhabitants.
For all the reasons stated above, we call upon the Los Angeles County Department of Regional Planning to bar U Matter Luxury Resorts from operating at 3011 and 3013 Frances Ave.
