CITIZENS REQUEST FOR MOTION TO CENSURE
The Citizens of Frederick County, Maryland, represented by their signatures affixed to this petition, call upon and respectfully request the Frederick County - County Council to formally censure Councilman Billy Shreve and Councilman Kirby Delauter for violation of the Frederick County Charter, Section 203.
JUSTIFICATION FOR THE MOTION TO CENSURE REQUEST
County Council members Shreve and Delauter ... having ...
1. Engaged in the action of conducting one or more ex parte meetings with a business owner or agent ... whose company, Aurora Health Management, LLC, is currently in negotiations with the Executive Branch of Frederick County government ... aside and apart from the full body county council and without notification to either the County Executive and / or members of the full body county council ... and
2. Authored and sent a letter to the Governor of the State of Maryland, on Councilman Billy Shreve's county council stationary ... signed by Council members Shreve and Delauter ... requesting the Governor to intercede on matters outside of Misters Shreve and Delauter's legal authority or privilege ... acted in a manner ... specifically, as implied agents of the county ... violated Section 203 of the Frederick County Charter - to wit: to Act as a Body.

The public record shows clear violations of the county charter and we are pushing the Council to acknowledge these breaches of duty. Contact your district representative today to demand they address this motion formally. Post this link to your social media accounts to ensure our officials see the scale of this demand.

We hit a real milestone today that proves Frederick County is paying attention to these violations. Send this petition link to three friends right now and tell them why the Charter matters. Email your council representative this afternoon to demand they schedule a vote on this censure.

Stop the madness. #KirbyDelauter is a selfish bully who doesn't give a darn about his constituents. I know, I'm one of them.
my personal belief is that the two rogue members should be censured for their ex parte letter to the Governor. On the other hand, the Council may find another way of disciplining them that would be equally or more effective. Nevertheless, I'll sign the petition and wait to see what happens with the Ethics complaints. (I know there are several in the works, already)
Shreve and Delauter have not gotten used to the fact that they are not part of Blaine's posse anymore.They need to grow up and work with the new Council, or resign.
Deliberate obstruction of county government is reprehensible. These two former BoCC members demonstrate their disdain by their actions.
These two need to go.
AGREE with petition. Nothing will get done if the County Executive is constantly dealing with these individuals. Not worthy of their Council seats.
Did not vote for Delaughter but expect better from a seasoned politician

Billy Shreve and Kirby Delauter were elected to serve on the Council, not run their own Council with no authority. No one at large voted for Delauter to think he represents all of us. Billy was elected, at large, but his failure to attend meetings, participate in the discussion and vote is negated by his failure to attend. He has absolutely no right to contest Bud Otis not taking a vote, because if he had of attended, which he was elected to do, he could have presented his ideas there. Billy blaming his personal failures on Otis is absolutely ridiculous.
