This route is highly disruptive to an area that is bring overbuilt without proper infrastructure. It will also exacerbate existing safety issues in this area. It should be built inland from Hwy 17 as it is in South Carolina.

I we do not support the conversion of US17 into an interstate highway or the construction of massive interstate interchanges on US 17.
I do support construction of a new road inland – parallel to US 17 with connections to US 17 with the most minimum disruption to existing infrastructure.

There is no way this should destroy a community by going thru Ocean Ridge Plantation

This new section of 31 also needs to serve the needs of North Caraolinians in this area. In the event of an evacuation, we are hosed. We won't even get our of our neighborhoods and NMB and beyond will certainly see this as a way out. Dumping all of this traffic into Shallotte is ridiculous. I support the Rt 4a solution but believe it is extremely shortsighted to not build evauation to I-40. US 17 always floods at Town Creek and is not a reliable exit route. Dumping more traffic onto it and widening it only to Shallotte is not serving constituents in this area.

SC made the right decision to locate the SC 31 extension away from US 17. NC should follow suit and locate the road away from US 17. Save our homes and businesses from a limited access interstate on our doors.

The construction of a new road inland will provide additional traffic relief and an additional emergency evacuation route. Not converting existing US17 to and interstate will allow the homes, business, and houses of worship, schools, and local economy to coexist with the transportation improvements.

Please listen to the residents and consider an alternate route. Thank you for your consideration.

I am opposed to the Carolina Bays 31 extension - route 4. It is much more disruptive to communities, homes, and business along the existing US 17. I prefer route 4a to provide a route parallel to US 17. This provides alternatives to traffic traveling further distances and allows US 17 to maintain it's local business and homes.

I am strongly opposed to Carolina Bays 31 Extension - Route 4. Route 4a is the much better option as it will result is less disruption of family homes and businesses.

I am definitely in opposition to the conversion of US17 into an interstate highway. Construction of a new road inland (parallel to US 17) is obviously the better alternative.

We own land at 99 Windsor Circle where we are looking to build our forever home, and had no intent of doing this next to a highway. Please move forward with an inland route through farmland that has less impact on the homes and businesses on 17.

I do not support Carolina Bays option 4. 4a is a much more preferred alternative route and less intrusive and disruptive to the surrounding communities, churches and local businesses. I hope you listen to your constituents and strongly oppose the Route 4 option.

Too close to ocean. Too close to businesses and communities. Should be routed further away from these areas without any question

What is the overall purpose of the new construction it appears South Carolina did a great job constructing a by pass to alleviate traffic from Route 17 bringing the 31 extension to Route 17 and 904 clearly defeats that purpose and will create tremendous traffic concerns and destruction of many businesses and homes
