Recent decisions by the Orange County Board of Supervisors regarding the acquisition of properties for emergency homeless shelters provides hope for the future, but fall short of meeting the immediate needs of unsheltered homeless persons this winter.

The current county projects will not be in place until late 2016 and in the meantime leaves the homeless to endure low temperatures and additional extreme weather conditions imposed by El Nino as forecasted by meteorologists.

This petition will advise Chairman Todd Spitzer and other members of the OC BOS to declare an immediate declaration of a State of Emergency for all homeless persons in Orange County.

The opening of Red Cross emergency shelters should be facilitated in areas close to the most populated homeless encampments countywide when temperatures are forecasted to be 40 degrees or less and when rain is predicted.

We are asking that the county eliminate the process of seeking Request for Proposals from contractors to provide emergency shelters in a way that immediately serves the needs of homeless people in a more timely manner.

it is freezing out there at night. how can we call ourselves a civilized county when people are sleeping on wet concrete in the rain? open these shelters now before someone else dies.

I am a registered voter in Anaheim. It is disgraceful the foot dragging, PR grabbing, money and power grubbing that go along with the Disneyland incited homeless issues. The cowardly cops who thrive on "Quality of Life" Legislation, taking possessions away from homeless people. "Quality of Life" for a homeless person means tents, clothing, shoes, medicine (all things the police have been known to take from the homeless shamelessly - even from elderly - even from veterans) while "Quality of Life" for the rich behind the Orange Curtain means - your sleeping bag and tent are BLIGHT and mess up my grass! Whose side do you think should be heralded!? I often hear arguments from the ignorant and out of touch that the homeless use their tents or tarps or public bathrooms for the purpose of hiding to engage in illicit drug abuse and sex. So, no one uses their house to hide behind to engage in illicit activities? We are all human. Some of us do illegal things whether it is in a tent or a house - that is a SEPARATE ISSUE!!! Emergency (with URGENCY) needs to be declared - MUST be declared for the public safety and wellbeing of all! This is a RIGHT TO LIFE issue. Addressing it as anything less than that is Unconstitutional, violates human rights and is ultimately Anti-American!
