Dogs (like people) are social animals, yet more than 200,000
dogs live empty lives chained or tethered outdoors. This is currently happening
in the Town of Wake Forest. Tied-up outside, dogs become lonely, bored, and
anxious, and they can develop aggressive behaviors.
Dog tethering is not
just an animal cruelty concern, but is also a public safety and property value
concern.
Studies show that dogs
are made aggressive & territorial by chaining them, making them far more
likely to attack if they break loose. According to the American Humane
Association chained dogs are 2.8 times more likely to bite and approximately
25% of fatal dog attacks were from chained dogs.
Our community
leaders have sworn to protect Citizens. By confronting and resolving this
issue of dog containment in a humane and acceptable way that also protects the
animals.

An ordinance currently exists in Rolesville and Raleigh to ban chained dogs, but not Wake Forest. This has been verified.

Let's also impose fines for animals left outdoors when temps are below freezing, as other states do.
