In a town up and coming like Wake Forest, how crazy that residents have to ride by houses and see dogs chained while AC cannot do anything because of the "laws". It costs NOTHING to implement laws to better the welfare of animals. DO SOMETHING! They have no voice and cant escape the miserable life they have been dealt, especially in the winter and summer months of extreme temps
