I think you make a very good when you that this could be a turnoff to new buyers. I know that was one of our main concerns when looking for a new neighborhood and knowing what we know now we may have chosen differently.

I cannot afford to pay $400 in HOA for quarterly basis. This might also cause new buyers not want to buy houses in this neighborhood.
