- Please sign the petition against Oklahoma House Bill 1861; It will be harmful to blind people old and young alike; it will ultimately result in inferior services.The bill attempts to transfer service delivery by the Oklahoma Department of Rehabilitation Services to private NAC accredited providers. Please call your representative Leslie Osborn and tell them you are against HB 1861. It is basically demolishing the Older Blind Program Services at the OKDRS
