Summary As Introduced:
Property tax exemption for solar photovoltaic systems; bonding requirement; regulations. Requires an owner or operator of solar photovoltaic systems and related equipment to submit a performance and reclamation bond to the Department of Mines, Minerals and Energy (the Department) in order to qualify for a property tax exemption. The bill also requires the Department to promulgate regulations requiring all such owners and operators to submit decommissioning and site reclamation plans.

The massive surge in support proves that Virginians are fed up with solar companies leaving their industrial trash behind with zero accountability. We have real momentum now and it is time to force these corporations to pay for their own cleanup instead of dumping the costs on the public.

About time. These companies move in and destroy our land then leave us with the mess when they go bankrupt. Make them pay for the cleanup now.
Yes! We need to make sure these sites are cleaned up properly. Tired of seeing old equipment just sitting in fields.
Protect our land. once they stop producing they leave junk everywhere. its just common sense.
Finally some accountability for big energy. Keep the state beautiful.
Taxpayers should not be on the hook for these massive solar farms when they decide to shut down. Bond them up.

Good bill. My property value is dropping because of the eyesore next door and if they leave it like this for 20 years we are screwed.
