Special Conservators of the Peace (SCOP) --

House Bill 1524 has been introduced in this year's Virginia Legislative Session to update the insurance requirement language in VA Code Section 19.2-13, Whereas, last year this was changed to include "professional law enforcement liability insurance". This change puts back in "comprehensive general liability insurance" and keeps the same insurance limits ($500,000) language.

As you all are well aware, the previous change that was made, was preventing anyone except law enforcement from obtaining this type of insurance. By making this change, will now allow private industry to retain and maintain SCOP insurance with the increased liability limits (that were passed last year).

Now to the point of this Petition! In order to get this through the General Assembly this year, we need a VOICE! One can only assume, as in previous years, DCJS and the VA Association of Chiefs of Police will oppose any changes. Therefore in effort to show the General Assembly that our Industry DOES care and WANTS this change - We need YOUR support to make this happen. I support House Bill 1524. If Special Conservator's Of The Peace is not considered by the State of Virginia to be a true Law Enforcement Officer, then why do we have to have a professional Law Enforcement Liability Insurance Policy? It places an undue and unnecessary financial burden on the localities and companies that employ S.C.O.P.s.

As a former LEO whom the Comm. of VA has demoted to an SCOP (in an effort to save money, I think), it's important to me that I have the same liability coverage that I had when a LEO. Thank you.

I don't think that we should be in, or pay for insurance designed for Police Officers that we are not recognized as such.

Unless we are considered real Law Enforcement. Why should we be required to have the insurance. Same powers and not just a small ways off property. And be able to run red/blue lights. If tow trucks are going to be able run blues. Which to me sounds redicules.

I am in full support of this petition. Many Police officers in Virginia have been subjected to being titles SCOPS. Therefore, if this is the title we must carry. Then we should be protected as Law enforcement, as this is the job in which we mostly perform. Whether seen in this light or not. We are Law Enforcement Officers.
