As a former LEO whom the Comm. of VA has demoted to an SCOP (in an effort to save money, I think), it's important to me that I have the same liability coverage that I had when a LEO. Thank you.

I don't think that we should be in, or pay for insurance designed for Police Officers that we are not recognized as such.

Unless we are considered real Law Enforcement. Why should we be required to have the insurance. Same powers and not just a small ways off property. And be able to run red/blue lights. If tow trucks are going to be able run blues. Which to me sounds redicules.

I am in full support of this petition. Many Police officers in Virginia have been subjected to being titles SCOPS. Therefore, if this is the title we must carry. Then we should be protected as Law enforcement, as this is the job in which we mostly perform. Whether seen in this light or not. We are Law Enforcement Officers.

The changes to 19.2-13 over the past couple of years has put Private Securityin a spot of undue burden which our competitors are not required to have, and even if they were, they have access to less expensive insurance through the Fraternal Order of Police. All of the changes over the past two years to the statute have been made to make it more difficult for SCOPs to obtain work, to obtain orders, and to have a reasonable financial liabililty. Which our competition is not required to have and even if they were, they have access to less expensive training and insurance. On the note of training... I find it interesting that DCJS requires us all to obtain this new 130 hour training course within three years, which is almost expired. Yet they have not release the ciriculum to the training academies to create the training programs. And DCJS also will not accept any substitute for this training, to include a Police Academy! In general, 19.2-13 needs to be De-popliticized and returned to the wording of 2013. Otherwise, we should sue the Commonwealth in Federal Court for restraiint of trade for starters.

I support House Bill 1524. If Special Conservator's Of The Peace is not considered by the State of Virginia to be a true Law Enforcement Officer, then why do we have to have a professional Law Enforcement Liability Insurance Policy? It places an undue and unnecessary financial burden on the localities and companies that employ S.C.O.P.s.
