Laws must be made or updated to protect animals from suffering and dying due to neglect and or abuse, and the judicial system must send a consistent and FIRM message... Animals Matter. If you ABUSE ..you lose!!!

The suffering and death of this dog was cruel and unnecessary. Cecilia Johnson must never be allowed again to have an animal in her care. It is unacceptable that this dog died with full knowledge of everyone of his abusive situation and the guilty party must be held accountable to the fullest degree of the law.

Certainly the owner holds more accountability- however, as far as your statement, I can't understandy why then did Champ CAM fall into the cracks time and time again? Time and time again complaints were made going back to at least a year ago.
