After multiple calls to police and animal rescue, and after attempts to help her wtih caring for Champ were ignored, why wasn't he taken away from this woman? He should have been taken from her and brought to a no-kill shelter where he would have been cared for until he could be adopted by someone who would love him and take care of him.

PA has been great as far as putting laws into effect. Libre Laws. The problem seems to be enforcing these laws and harsh penalties that go with this type of cruelty.
