
10630 Campbell Road


We, the undersigned, respectfully request the City of Harrison Planning Commission reconsider the usage for the property at 10630 Campbell Road, Harrison, OH for three reasons.
(1) Previous zoning for this property (Open Area District) called for the property to be used in a manner that would preserve and protect environmentally sensitive land. Permitted uses originally included: public noncommercial facilities such as parks, playgrounds, tennis courts, swimming pools, golf courses, and community centers that operate with or without a fee. As per that zoning, all other properties in that area conform to those standards. We feel that multiple family housing is out of place and inconsistent with properties currently in the area.
(2) Furthermore,
we, the undersigned, have concerns about multiple family apartments and their
impact on:
a. the
value of single-family homes in the neighborhood,
b. the overuse of school property during non-school hours,
c. the impact of the Harrison Youth Football facility,
d. the overburdening of schools in the school district,
e. the increase in traffic and
f. the ease and safety of those traveling the road and residents of the proposed apartment complex when leaving the proposed complex
(3) We are concerned that renters may not be as engaged in our community as an owner because they have less of a “stake” in the community; and they tend to move more often.
We ask the City of Harrison Planning Commission adopt guidelines for multiple-family designs that require the developers to adhere to specific site-planning and architectural criteria including but not limited to:
· keeping parking lots tucked away,
· making multifamily architecture design-compatible with surrounding single-family homes not only style wise, but height-wise as well,
· designing attractive and visible facades that match the surrounding single-family homes nearby, and
· creating areas of recreation for residents.
