We, the undersigned residents, property owners, and concerned citizens of Coon Den Road and the surrounding

community, respectfully oppose the establishment and/or continued development of a commercial wedding and event

venue at 553 Coon Den Road, Harrington, Delaware 19952, publicly identified as The Manor House at Coon Den

Farm.

Coon Den Road is a quiet rural country road surrounded primarily by agricultural and residential properties. Residents

have a strong interest in preserving the safety, peaceful enjoyment, and rural character of this area. We are concerned

that a recurring commercial wedding or event operation could create impacts extending beyond the boundaries of the

property.

Community Concerns

- Increased vehicle traffic before and after weddings and other events.

- The suitability and capacity of Coon Den Road for repeated high-volume event traffic.

- Traffic involving guests unfamiliar with a rural roadway, particularly after dark.

- Nighttime traffic and vehicle headlights affecting neighboring homes and properties.

- Potential alcohol-impaired driving following receptions and other events.

- Amplified music, DJs, live entertainment, outdoor ceremonies, crowds, and other event noise.

- Parking capacity, roadway congestion, and the possibility of vehicles parking along or obstructing Coon Den Road.

- Safe access for fire, ambulance, police, and other emergency vehicles.

- Commercial lighting, signage, vendors, deliveries, buses, limousines, and rideshare traffic.

- The number, size, duration, and frequency of events.

- Impacts on neighboring property owners' peaceful enjoyment of their homes and land.

- The cumulative effect of a commercial event facility on the rural and agricultural character of Coon Den Road.

Requested Action

We recognize the rights of property owners to use their property in accordance with applicable law. However, a recurring

commercial wedding and event venue is substantially different from ordinary residential and agricultural activity. We

respectfully request that Kent County investigate the proposed and/or current event-venue use of 553 Coon Den Road

and determine whether all required zoning, conditional-use, site-plan, parking, entrance, septic, fire-safety, occupancy,

and other approvals have been obtained.

If a conditional use, rezoning, variance, special exception, site-plan approval, or other land-use approval is required, we

respectfully request that:

1. The application be denied based on potential adverse effects on neighboring properties, roadway safety, traffic, noise,

and the rural character of Coon Den Road.

2. Surrounding property owners receive all notice required by law for any application or public hearing.

3. Residents be provided an opportunity to present testimony and evidence before the appropriate Kent County

authorities.

4. This petition and its signatures be entered into the official record for any application involving a wedding venue, event

venue, reception facility, or similar commercial use at 553 Coon Den Road.

My grand kids live on this road and they regularly ride their bikes on it. It’s already a narrow back-country road. With increased traffic, the risk of incidents increase.

This is a small neighborhood with a quiet community with kids that go outside and play. There is already enough traffic on Shawnee rd with a lot of accidents and unnecessary speeding.

We feel the concern for the high traffic and possible reckless driving is an issue we do not want to have. We have kids and animals that we want to keep safe at all times.
