Decision Makers: Fuquay-Varina Board of Commissioners

The Town of Fuquay-Varina and its Police Department operate 15 ALPR cameras throughout city limits, all supplied by Flock Safety and integrated into larger state and nation-wide databases. 
This is a blatant violation of the privacy, dignity, and rights of all Fuquay-Varina residents. ALPR cameras do not keep communities safe, the people keep it safe by protecting and helping one another. We deserve freedom of movement and peace of mind that we are not being tracked as we go about our daily lives, something ALPRs directly threaten. ALPRs are easy to abuse, and already have a history of abuse, with the use of ALPRs often leading to false and unlawful arrests, the monitoring of political protestors, stalking and abuse, and so much more. ALPRs are an active threat to the community, allowing for systemic abuses of power on larger scales, putting everyday citizens in danger.

The Town of Fuquay-Varina first entered into a contract with Flock Safety in 2023 with 10 cameras installed. Since then, the Town has signed another contract with Flock Safety in 2025 to add an additional 5 cameras. Not only are the Board of Commissioners, Mayor, and Police Chief willingly expanding mass surveillance here in Fuquay-Varina, it is also costing local tax payers approximately $158,250 to maintain this ALPR network that spies on them. We demand an end to mass surveillance in Fuquay-Varina.

We the people of Fuquay-Varina demand from the Town of Fuquay-Varina, which includes Mayor Bill Harris, the Board of Commissioners, Town Manager Adam Mitchell, and the FVPD including Police Chief Tim Smith, the following:

  • The immediate end of all current contracts with Flock Safety
  • The disabling and removing of all 15 ALPR Flock cameras around the town 
  • The deletion of all data collected from these cameras within ability and reason
  • Never entering into a contract with any other corporation that manufactures and/or supplies ALPR or other mass surveillance technology including but not limited to the following corporations:
    • Axon Enterprise
    • Palantir
    • Motorola Solutions
  • The passing of a Town Ordinance to prevent continued mass surveillance of Fuquay-Varina residents


We believe that all these demands are within reason to protect the rights, dignity and privacy of all residents in Fuquay-Varina, and to keep our town a safe and resilient community.

Thank you everyone so much for the support! It might not seem like a lot, but none of us were expecting this many signatures this fast, so thank you to everyone who is willing to support us and stand up to mass surveillance in our communities. Please continue to share this petition with those you know in Fuquay-Varina so we can continue to get more signatures to eventually be able to present this to the Town Board of Commissioners and hopefully do away with surveillance technology in Fuquay forever! And outside of just signing this petition, we encourage you all to personally email or even talk to our local representatives- the Mayor, the members of the Board of Commissioners, the Town Manager - anyone in any position of power that has the ability to end the surveillance of our communities.
