The MTA New York City Transit held the very first Promotion to Station Agent Exam in early 2024. Many CTAs (Cleaner-TA) were apt and intrigued for such an opportunity for advancement. What we thought was a PERMANENT position that came with seniority, increased pay, opportunity for growth and learning has been wrought with 0% transparency, forked tongue speeches, dismissive behavior by TWU Local 100 leadership, and silence from our own company. When we all paid $68 to sit and take this exam there was NO communication, documentation or a hint that alluded to this position being PROVISIONALLY APPOINTED. It was not stated during the processing of paperwork and drug testing. It wasn't stated until Day 1 of training at P.S. 248 and there was no explanation of what that meant. All that was said to many of us was to "talk to your union." If we are a true city agency, then being provisional means that we have a KNOWN expiration date in our title and would have been entitled to an extreme pay increase as we NOT be eligible for benefits. The same would be in were a true state agency in which we would be classified as a CONTINGENT PERMANENT via a canvass letter explaining the process, how the position was being held for another in said title who was out on LTA while man power was needed for the agency. Since the MTA had and has not been forthcoming with what it means in this organization to be "provisionally Appointed," we Promos DEMAND the following:
1a. MAKE US WHOLE BY MAKING US PERMANENT!!! UPDATE OUR SENIORITY NUMBERS IMMEDIATELY!!!
1b. Why was "provisional appointment" NOT stated on the NOE (Notice of Examination)?
2. Why didn't the MTA inform NYCERS of our change in title and pay? NYCERS had we under the CTA salary of deduction well after a month into training with ZERO notice from the MTA. That means, when retirement would have come I would OWE the difference!
3. Disallow the 2023 OC Station Agent new hires from taking precedent over us, making them permanent and having a HIGHER seniority number than us as we were hired BEFORE that cohort.
4. If Promos opt to return to CTA for job security or other reasons because our seniority numbers haven't moved since we started, allow it to occur with their last SENIORITY NUMBER as a show of good faith.
6. If we remain provisional, then refund is back our money paid for the exam, TAX FREE, and let the union eat that. CSEA pays for their constituents exams within state agencies. Why doesn't TWU Local 100 follow suit?
Remember, there was a 2nd Promo to Station Agent Exam held this year! This fight isn't just for the 2024 Promos, it's a fight for OUR fellow colleagues that DESERVE a fair and equitable opportunity for growth that WE thought that we were buying into!

It’s not fair what’s happening to 2024 S/A I’ve been here going on 2 years and my seniority feels as I’m starting over an nothing is being done local 100 just let this all happen I’ve been reaching out to the union no one seems to have any answers
S/A facing this situation. I wasn’t made aware of provisional position until i went to school car. Im a few months shy of two years and watching approximately two hundred plus people jump a head of you during the pick is unbelievable. Which means everyone who took the 2023 station agent test will for ever be placed ahead until they list is expunge.This process is only done with station agents, Im sure majority of agents wouldn’t have taken the promotion if leadership would have been transparent.
I know people that work with the MTA.
Because mta think it’s a game janno lieber should be a shame of himself
