PETITION FOR STRICT ENFORCEMENT OF NOISE POLLUTION, NOISE NUISANCE LAWS IN THE PHILIPPINES

We, the undersigned, respectfully call on the Philippine Government to give immediate and serious attention to the growing problem of noise pollution in our communities.

Noise pollution is often underestimated, yet it is a serious environmental and public health issue. Scientific evidence links prolonged exposure to excessive noise with chronic stress, sleep disturbance, anxiety, depression, tinnitus, cognitive impairment, hypertension, cardiovascular diseases, and other long-term health complications. For vulnerable individuals, continuous exposure can significantly reduce quality of life and overall well-being.

Despite the existence of laws and regulations addressing environmental noise such as Republic Act No. 386 (Civil Code), Republic Act No. 8749 (Clean Air Act), Presidential Decree No. 1152 (Philippine Environmental Code), Republic Act No. 856 (Sanitation Code), and the NPCC Memorandum Circular No. 002, series of 1980 which sets permissible noise levels for different zones and times of day, implementation and enforcement remain weak and inconsistent. As a result, many residential areas continue to suffer from persistent noise disturbances caused by individuals, establishments, and various commercial activities.

We therefore urgently call for:

1. Strict enforcement of existing noise pollution laws and regulations at all levels of government;

2. Stronger penalties and accountability measures for individuals and establishments that violate noise standards;

3. Active and consistent action from law enforcement agencies to promptly address and stop noise nuisance complaints;

4. Mandatory sound control measures for businesses, including proper soundproofing and regulation of sound emissions where applicable;

5. Clear and accessible mechanisms for reporting and resolving noise complaints in communities.

We emphasize that the right to peace, quiet, and healthy living conditions in residential areas must be protected and upheld. Addressing noise pollution is not only about comfort, it is a matter of public health and dignity.

By signing this petition, we express our strong support for a quieter, healthier, and more livable Philippines.

I can no longer feel comfortable and at peace in my own home because of surrounding neighbors dogs barking! My health affected causing stress-induced high blood pressure, causing a part of my heart’s lining to thicken a bit and is irreversible. They’re noise kills me slowly.

Panahon na para baguhin ang pananaw natin tungkol sa ingay. Lalo na ang mga ingay na hindi naman necessary katulad ng ingay mula sa videoke, sound system, at pasikat na tambutso. Panahon na na burahin sa isip ng law enforcement ang "10 pm rule" daw na hindi makikita sa anumang batas ng Pilipinas. Panahon na tuldukan ang pagiging tolerant ng mga komunidad natin pagdating sa nakakaperwisyong pagdiriwang. Panahon na tanggalin ang pagiging entitled.

Our local government does not take noise pollution and nuisance seriously because of their lack of knowledge and understanding, which makes noise emitters become more abusive. Even though there's an ordinance, they keep saying that they can only reprimand, even after 10pm.
