We, the undersigned, respectfully ask the Planning and Zoning Commission of the City of Norwalk, Connecticut to deny Application #2026-41 R/M/SP, including the requested zone change from CD-1S to Special District-Manresa Wilds (SDMW), the special permit for a Development Park Master Plan, and the related text amendment for the property located at Longshore Avenue, Norwalk, Connecticut 06854, Assessor’s Map 17NE, District 5, Block 87, Lots 1 & 2, submitted by Manresa Osprey, LLC of 50 Day Street, Norwalk, CT 06854.

This petition does not oppose the restoration of Manresa Island or the creation of a public park. It opposes approving a zoning framework that allows broad future development before its community impacts have been adequately studied and publicly evaluated. 

This proposed plan should be denied because the project as described in the application:

  • Is incompatible with the surrounding established residential neighborhoods.
  • Will create excessive traffic on residential streets, not only in the immediately surrounding areas but throughout all of Norwalk southeast of I-95.
  • Has not provided sufficient impact studies on traffic, noise, flooding/runoff, wildlife and site ecology.
  • Has evolved to resemble a commercial resort instead of a public park for visitors to experience nature and access the shoreline of Long Island Sound as was initially presented as the original intent.
  • Is insufficiently defined as to the future uses of the property, including future potential property owners, and the impact those uses may have on the surrounding neighborhoods and the city at large.


Norwalk deserves planning that prioritizes and protects the people who live here, respects established neighborhoods, and demands from the applicant a complete understanding of the short-term impacts and the long-term effects of this project. For these reasons, we urge the Commission to reject Application #2026-41 R/M/SP in its current form.

Imagine if the McChords had simply presented a plan to remove the power plant buildings and create a beautiful park instead of the resort they want to build... There would have been no opposition to that, and an awesome use of the property. But this huge plan is completely incompatible with the surrounding roadways and neighborhoods. SCALE IT BACK! 2500 CARS A DAY? NO WAY!!!

Zoning change would be like 1- allowing them to put a six flags on that property 2-if there’s B&Bs and hotels it’s like opening up memories, wild 24 hours a day3-I haven’t heard anyone talk about the capacity. What is the capacity per day of visitors to Man reset 1000 3000 I haven’t heard a number.4-and I’d like to see in writing something prohibiting them from making their water access into a ferry like the ferry in Bridgeport and a ferry to Long Island

This project was introduced to the community far differently than what it has become— and it shows no signs of stopping. It undermines the very spirit of small business hospitality through the influx of radical, massive commercialization on our humble, quiet shoreline. Independent restaurant owners would be well served to protect their interests and object to this veiled “philanthropic” masquerade that would destroy the quaint, charming Manresa neighborhood and depress our beautiful City.

My concern is that the proposed zoning goes way beyond the original project plan. Traffic, infrastructure, emergency access, long-term care about Norwalk neighborhoods are all major concerns.

Manresa should be left to the original concept as a Conservation area. A solar array to help reduce electricity costs and clean the pollution, and a community garden, walking trails, waterfront benches, tables, trees should be the extent of use…..for Norwalk only(just like Calf Oasture beach).

I am new to the neighborhood facing Manresa, And I am just not understanding how there will be only 1 access road, Woodward avenue to access Manresa? It's already too much traffic for the size of that street. There should not be a project without a real plan that includes another way to access it.
