Help Us Make School Transportation More Accessible for PLAP school board division.
Imagine being told that your five-year-old child cannot be picked up by the school bus from the licensed daycare where they are already safely supervised — simply because the transportation policy does not allow morning daycare pickups.
That is the situation facing our family.
Because of work, I rely on licensed daycare to care for my daughter before school. Having her picked up directly from daycare would allow her to remain somewhere safe and supervised until the school bus arrives. Instead, I have been told that morning daycare pickups are not permitted.
The alternatives we have been given are extremely difficult: meeting the bus approximately 20 km away, driving her to the beginning of the route so she can spend approximately 1.5 hours on the bus, or considering a different school.
For a five-year-old child and a working parent (already driving to daycare with my 1 year old for drop off and pick ups each day) these aren't reasonable solutions.
But this petition isn't just about our family, as many others over the years have struggles and tried to have these rules changed and some daycares have even shut because of this.
This is about whether our school transportation system works for the families and children it is supposed to serve.
Many parents in our community rely on licensed childcare because they work early mornings, have inflexible schedules, or simply cannot be home when the school bus comes. A policy that automatically excludes daycare pickups can create significant barriers for these families — even when there is a safe, supervised daycare location where a child could board the bus.
We understand that school transportation needs to have rules, routes need to be efficient, and safety has to come first. We aren't asking for unlimited exceptions or special treatment.
We are asking the Portage la Prairie School Division to review this policy, listen to the families it affects, and consider reasonable exceptions for children who are safely supervised at licensed daycares.
Why sign if this doesn't affect you?
Because policies that don't affect your family today could affect you tomorrow.

I wanted to share an update and, most importantly, say a huge THANK YOU to everyone who signed, shared, supported, encouraged, and stood behind our family throughout this process. I recently had the opportunity to meet with the School Board Superintendent to discuss my concerns about Everly’s transportation between her daycare and Oakville School. Following our meeting, she brought the matter forward to the Board of Trustees, and I’m very happy to share that Everly will now be able to board the school bus at her daycare and be transported to and from Oakville School. 🥰 I also want to clarify that Everly was already eligible for school transportation, and her daycare is approximately 1.6 km from the school. Because a bus will now be stopping at the daycare for Everly, the other kindergarten students attending that daycare will also be able to use that stop. So while this is not a change to the overall transportation policy, the outcome will benefit several children and families. One of the most important things I learned through this process is that the Transportation Department has a special request form that families can complete each year when they have circumstances they would like considered. Unfortunately, this was not something I was made aware of when I initially raised my concerns. I only learned about this process after continuing to advocate for Everly, bringing my concerns forward, and receiving so much support from our community. I think that’s worth sharing because there are still transportation guidelines that need to be met — this isn’t simply a case of anyone being able to request a bus stop. But if your child is eligible and you have circumstances that you feel deserve consideration, don’t be afraid to ask, advocate, and make sure your concerns are heard. You may not know what options are available until you ask. We haven’t changed the entire policy, but we did find a solution for Everly, and that solution will now help other children at her daycare too. That is something I’m incredibly grateful for. Thank you again to everyone who helped us get to this point. One particularly relevant example is 𝗣𝗿𝗮𝗶𝗿𝗶𝗲 𝗦𝗽𝗶𝗿𝗶𝘁 𝗦𝗰𝗵𝗼𝗼𝗹 𝗗𝗶𝘃𝗶𝘀𝗶𝗼𝗻. Their transportation procedure was revised in 𝗔𝘂𝗴𝘂𝘀𝘁 𝟮𝟬𝟮𝟱 and specifically addresses childcare centres. It allows an additional stop at a childcare centre when conditions such as available space, route efficiency and travel times can be met. They even have a specific 𝗖𝗵𝗶𝗹𝗱𝗰𝗮𝗿𝗲 𝗕𝘂𝘀 𝗥𝗲𝗾𝘂𝗲𝘀𝘁 𝗙𝗼𝗿𝗺. This shows that accommodating childcare doesn't necessarily mean unlimited exceptions or disrupting an entire transportation system. 𝗧𝗛𝗘𝗥𝗘 𝗖𝗔𝗡 𝗕𝗘 𝗥𝗘𝗔𝗦𝗢𝗡𝗔𝗕𝗟𝗘 𝗖𝗥𝗜𝗧𝗘𝗥𝗜𝗔. If there is room on the bus, the daycare is reasonably located, the route and timing aren't significantly affected, and the arrangement is safe and practical — 𝗰𝗼𝘂𝗹𝗱𝗻'𝘁 𝘁𝗵𝗲𝗿𝗲 𝗯𝗲 𝗮 𝗽𝗿𝗼𝗰𝗲𝘀𝘀 𝘁𝗼 𝗰𝗼𝗻𝘀𝗶𝗱𝗲𝗿 𝗶𝘁? ━━━━━━━━━━━━━━━━━━ 𝗪𝗛𝗔𝗧 𝗔𝗕𝗢𝗨𝗧 𝗔𝗖𝗖𝗘𝗦𝗦𝗜𝗕𝗜𝗟𝗜𝗧𝗬? Something else that stood out during my research is that PLPSD's own transportation policy states: “Quality and accessibility will be provided within annual budgetary considerations.” That has made me ask an important question: 𝗜𝘀 𝗮 𝘁𝗿𝗮𝗻𝘀𝗽𝗼𝗿𝘁𝗮𝘁𝗶𝗼𝗻 𝘀𝗲𝗿𝘃𝗶𝗰𝗲 𝘁𝗿𝘂𝗹𝘆 𝗮𝗰𝗰𝗲𝘀𝘀𝗶𝗯𝗹𝗲 𝗶𝗳 𝗶𝘁 𝘁𝗲𝗰𝗵𝗻𝗶𝗰𝗮𝗹𝗹𝘆 𝗲𝘅𝗶𝘀𝘁𝘀, 𝗯𝘂𝘁 𝘁𝗵𝗲 𝗽𝗿𝗮𝗰𝘁𝗶𝗰𝗮𝗹 𝗿𝗲𝗾𝘂𝗶𝗿𝗲𝗺𝗲𝗻𝘁𝘀 𝗺𝗮𝗸𝗲 𝗶𝘁 𝘂𝗻𝘄𝗼𝗿𝗸𝗮𝗯𝗹𝗲 𝗳𝗼𝗿 𝘀𝗼𝗺𝗲 𝗳𝗮𝗺𝗶𝗹𝗶𝗲𝘀? For some families, having a bus technically available doesn't mean they can realistically use it. 𝗔𝗖𝗖𝗘𝗦𝗦𝗜𝗕𝗜𝗟𝗜𝗧𝗬 𝗜𝗦𝗡'𝗧 𝗝𝗨𝗦𝗧 𝗔𝗕𝗢𝗨𝗧 𝗪𝗛𝗘𝗧𝗛𝗘𝗥 𝗔 𝗦𝗘𝗥𝗩𝗜𝗖𝗘 𝗧𝗘𝗖𝗛𝗡𝗜𝗖𝗔𝗟𝗟𝗬 𝗘𝗫𝗜𝗦𝗧𝗦. 𝗜𝗧'𝗦 𝗔𝗕𝗢𝗨𝗧 𝗪𝗛𝗘𝗧𝗛𝗘𝗥 𝗣𝗘𝗢𝗣𝗟𝗘 𝗖𝗔𝗡 𝗥𝗘𝗔𝗟𝗜𝗦𝗧𝗜𝗖𝗔𝗟𝗟𝗬 𝗔𝗖𝗖𝗘𝗦𝗦 𝗜𝗧. ━━━━━━━━━━━━━━━━━━ 𝗧𝗛𝗘 𝗦𝗖𝗔𝗟𝗘 𝗢𝗙 𝗧𝗛𝗘 𝗦𝗬𝗦𝗧𝗘𝗠 According to PLPSD's 2026 transportation statistics: • 𝟯,𝟰𝟮𝟰 K–12 students • 𝟭,𝟱𝟮𝟭 transported students • 𝟭𝟴 bus routes • Approximately 𝟱𝟲𝟬,𝟭𝟮𝟵 route kilometres annually I completely understand that a system of this size needs to consider safety, efficiency, capacity, route times and financial responsibility. 𝗧𝗛𝗜𝗦 𝗣𝗘𝗧𝗜𝗧𝗜𝗢𝗡 𝗜𝗦 𝗡𝗢𝗧 𝗔𝗦𝗞𝗜𝗡𝗚 𝗙𝗢𝗥 𝗨𝗡𝗟𝗜𝗠𝗜𝗧𝗘𝗗 𝗘𝗫𝗖𝗘𝗣𝗧𝗜𝗢𝗡𝗦. This would have helped us immensely when my kids were young. Not having this hinders other parents from being able to work. This is a small change that would help sooo many parents in our area.
A residence-only transportation policy warrants review through a human-rights and substantive-equality lens. A facially neutral policy may create an adverse and disproportionate impact based on family status where parents have bona fide childcare obligations arising from employment. Where an alternative daycare stop can be accommodated safely and without undue hardship, an inflexible refusal raises legitimate questions regarding the duty to reasonably accommodate under Manitoba’s Human Rights Co
As a single parent who relied on daycare to provide for my kids, this would have been an impossible situation to navigate. I feel terrible for families affected by this baffling policy.
Most families require 2 incomes to make ends meet. In rural communities this often means a commute of some kind. If you’re lucky enough to find daycare in these small towns, access to school bus transportation should not be a hurdle to a secure and safe daycare spot, the opportunity to provide for your family, or the opportunity for your child to attend school in their home community. PLPSD suggesting that parents move their children to city schools is the opposite of family focused care.

I have an 18 month old and when he goes to school I'll need care for him before and after so he would need to be picked up from daycare.
This is not equality for all incomes. We need to support all those that need bussing for school. It is a hardship, no parent should have to change jobs to put their child on the bus

If there is room on the bus, the daycare is reasonably located, the route and timing aren't significantly affected, and the arrangement is safe and practical — 𝗰𝗼𝘂𝗹𝗱𝗻'𝘁 𝘁𝗵𝗲𝗿𝗲 𝗯𝗲 𝗮 𝗽𝗿𝗼𝗰𝗲𝘀𝘀 𝘁𝗼 𝗰𝗼𝗻𝘀𝗶𝗱𝗲𝗿 𝗶𝘁? ━━━━━━━━━━━━━━━━━━ 𝗪𝗛𝗔𝗧 𝗔𝗕𝗢𝗨𝗧 𝗔𝗖𝗖𝗘𝗦𝗦𝗜𝗕𝗜𝗟𝗜𝗧𝗬? Something else that stood out during my research is that PLPSD's own transportation policy states: “Quality and accessibility will be provided within annual budgetary considerations.” That has made me ask an important question: 𝗜𝘀 𝗮 𝘁𝗿𝗮𝗻𝘀𝗽𝗼𝗿𝘁𝗮𝘁𝗶𝗼𝗻 𝘀𝗲𝗿𝘃𝗶𝗰𝗲 𝘁𝗿𝘂𝗹𝘆 𝗮𝗰𝗰𝗲𝘀𝘀𝗶𝗯𝗹𝗲 𝗶𝗳 𝗶𝘁 𝘁𝗲𝗰𝗵𝗻𝗶𝗰𝗮𝗹𝗹𝘆 𝗲𝘅𝗶𝘀𝘁𝘀, 𝗯𝘂𝘁 𝘁𝗵𝗲 𝗽𝗿𝗮𝗰𝘁𝗶𝗰𝗮𝗹 𝗿𝗲𝗾𝘂𝗶𝗿𝗲𝗺𝗲𝗻𝘁𝘀 𝗺𝗮𝗸𝗲 𝗶𝘁 𝘂𝗻𝘄𝗼𝗿𝗸𝗮𝗯𝗹𝗲 𝗳𝗼𝗿 𝘀𝗼𝗺𝗲 𝗳𝗮𝗺𝗶𝗹𝗶𝗲𝘀? For some families, having a bus technically available doesn't mean they can realistically use it. 𝗔𝗖𝗖𝗘𝗦𝗦𝗜𝗕𝗜𝗟𝗜𝗧𝗬 𝗜𝗦𝗡'𝗧 𝗝𝗨𝗦𝗧 𝗔𝗕𝗢𝗨𝗧 𝗪𝗛𝗘𝗧𝗛𝗘𝗥 𝗔 𝗦𝗘𝗥𝗩𝗜𝗖𝗘 𝗧𝗘𝗖𝗛𝗡𝗜𝗖𝗔𝗟𝗟𝗬 𝗘𝗫𝗜𝗦𝗧𝗦. 𝗜𝗧'𝗦 𝗔𝗕𝗢𝗨𝗧 𝗪𝗛𝗘𝗧𝗛𝗘𝗥 𝗣𝗘𝗢𝗣𝗟𝗘 𝗖𝗔𝗡 𝗥𝗘𝗔𝗟𝗜𝗦𝗧𝗜𝗖𝗔𝗟𝗟𝗬 𝗔𝗖𝗖𝗘𝗦𝗦 𝗜𝗧. ━━━━━━━━━━━━━━━━━━ 𝗧𝗛𝗘 𝗦𝗖𝗔𝗟𝗘 𝗢𝗙 𝗧𝗛𝗘 𝗦𝗬𝗦𝗧𝗘𝗠 According to PLPSD's 2026 transportation statistics: • 𝟯,𝟰𝟮𝟰 K–12 students • 𝟭,𝟱𝟮𝟭 transported students • 𝟭𝟴 bus routes • Approximately 𝟱𝟲𝟬,𝟭𝟮𝟵 route kilometres annually I completely understand that a system of this size needs to consider safety, efficiency, capacity, route times and financial responsibility. 𝗧𝗛𝗜𝗦 𝗣𝗘𝗧𝗜𝗧𝗜𝗢𝗡 𝗜𝗦 𝗡𝗢𝗧 𝗔𝗦𝗞𝗜𝗡𝗚 𝗙𝗢𝗥 𝗨𝗡𝗟𝗜𝗠𝗜𝗧𝗘𝗗 𝗘𝗫𝗖𝗘𝗣𝗧𝗜𝗢𝗡𝗦. I’m signing this petition because the school board doesn’t believe they should pick up children from a daycare because it is not their home residence while parents think they should me being one of them cause it only helps us be able to work and for our children to get to school and have the opportunity of that and our daycare’s are our children’s second home
This would have helped us immensely when my kids were young. Not having this hinders other parents from being able to work. This is a small change that would help sooo many parents in our area.
A residence-only transportation policy warrants review through a human-rights and substantive-equality lens. A facially neutral policy may create an adverse and disproportionate impact based on family status where parents have bona fide childcare obligations arising from employment. Where an alternative daycare stop can be accommodated safely and without undue hardship, an inflexible refusal raises legitimate questions regarding the duty to reasonably accommodate under Manitoba’s Human Rights Co
As a single parent who relied on daycare to provide for my kids, this would have been an impossible situation to navigate. I feel terrible for families affected by this baffling policy.
Most families require 2 incomes to make ends meet. In rural communities this often means a commute of some kind. If you’re lucky enough to find daycare in these small towns, access to school bus transportation should not be a hurdle to a secure and safe daycare spot, the opportunity to provide for your family, or the opportunity for your child to attend school in their home community. PLPSD suggesting that parents move their children to city schools is the opposite of family focused care.

I have an 18 month old and when he goes to school I'll need care for him before and after so he would need to be picked up from daycare.
This is not equality for all incomes. We need to support all those that need bussing for school. It is a hardship, no parent should have to change jobs to put their child on the bus
