Sierra Vista May Get a Data Center if San Rafael Energy Park Is Approved

San Rafael Energy Park is a 1,051-acre solar and battery project with more than 480,000 solar panels. It will be located off Highway 92 at the east end of Buffalo Soldier Trail near American Leadership Academy.

It will be approved without a public oversight if we don't speak up NOW!

The way Sierra Vista approves San Rafael Energy Park today could influence how the City approves major developments tomorrow — including a possible data center.

Why should residents be concerned?

  • No public hearing: This massive project could receive final site-plan approval through an administrative process, without a public hearing.
  • Future data centers: The neighboring 1,916-acre Tribute development has provisions allowing certain unlisted uses to be considered administratively. Could a future data center be approved through a similar process?
  • Battery fire safety: What enforceable fire and safety standards will apply to the proposed 200 MW battery facility?
  • Zoning questions: Sierra Vista's zoning code does not specifically address large battery storage facilities. What legal authority and standards will the City use?

Why does this matter now? The City has indicated that San Rafael can proceed through a Level 3 administrative site-plan review. The developer held a public presentation in August. But that was not a formal City hearing on project approval.

And there is another concern. The neighboring 1,916-acre Castle & Cooke Tribute property, has a Specific Plan that allows certain unlisted uses to be considered administratively by City staff.

Sierra Vista's approach to San Rafael will likely influence future decisions about large developments, including a possible data center near the school.

Sierra Vista residents deserve a public hearing before San Rafael Energy Park and all future large-scale projects within city limits. The public should have an opportunity to ask questions, hear the City's answers, and voice concerns before a final decision. A project of this size and long-term impacts to our city and resources, should not be decided exclusively by City staff.

Please sign and share this petition. Once the project is approved, it may be too late to influence the decision.

Cochise County is no place for data centers, our aquafirs are compromised, and these facilities simply do not belong near residences and on agricultural zoned lands.
