Freedom of speech and expression is a core principle of the US. This protest is a call to action for all of us to confront the underlying fault lines that is cracking our country; we have been forced to ask ourselves what can we do for our country to make it better for everyone, to uphold the ideals of liberty and justice for all that is so fundamental to this country. I'm a family physician at SNAHC. Most of my patients have been incarcerated, which is an unlikely to be true for any family physician at Kaiser, Sutter, or Davis, as these folks have been systematically excluded. What does that say about the state of our systems in this county? Sacramento County has the worst health outcomes in the state for medi-cal pts, I'm revolted by the leadership in this city in almost every department.

Instead of an unnecessary and harmful proclamation for a local state of emergency, address the real issues of the militarization of the police, police violence and attacks on our communities of color and immigrants . Stand for a re-direction of resources away from the sheriff's department toward strengthening communities. Support the democratic rights of our residents to protest and protect them from unnecessary militarization and police interference!

Police funding must decrease. As a medical student I see a huge need for health-centered community Programs, mental health services and preventive care. The police harm our community physically and cause generational trauma. Police have little to no training in de-escalation or crisis intervention and it is time to invest in systems that do.

This global uprising is a show of solidarity of people from ALL backgrounds against police violence and racism, which are the longstanding emergencies finally being addressed. The militaristic tactics that have been deployed over the past week in response have served only to inflame, and we have all witnessed that much, if not most, of the resulting violence has been instigated by law enforcement, which does not seem to have any effective oversight. To continue these tactics makes us all much more unsafe. We have the right to protest and will continue to do so regardless of any "state of emergency" or curfew. If the goal is to prevent looting, there is no evidence that any of these state tactics have worked. I urge the board to focus on the true emergency here, which is violence against black Americans by police. I urge the board to do its job, and reclaim its authority over the arbiters of public safety in our county.
