I worked for Sacramento County as a civil servant for well over a decade before becoming a physician. I have seen how responsive the Sacramento BOS has been in making sure to minimize racial disparities based on ethnicity, language, socioeconomic class, citizenship status and culture. We have all seen for decades the inequities in treatment to people of color but have yet to take the action required to make fundamental changes to problems that we already knew existed. Let us listen to this uprise across the country that police brutality must stop and that black lives matter. Change needs to happen now. As one of the most diverse cities in the nation, let's demonstrate to the rest of the United States what we can do as leaders within our community. We have done this before in other matters. Let us do it again.

We petition to you, because you have the ability right now, in the chair you sit, to use your power and resources to fight for changes that should have been made long ago. Unfortunately, a local state of emergency is not one of those. The system and politics around you may try to provide 100 reasons why you can’t or shouldn’t pursue difficult policy towards lasting change, but you can do it, and you should. These names written above are not items on a list to be scanned over. Please take time to stare at each name and reflect: this was a real person with a life behind and ahead of them…this person had a family who loved them, like you have…this person had friends who loved them, like you have…and not a single one of them should be on this list. Yet they are. Their names and their memory are all we have left of them and countless more black American citizens whose lives have been brutally and forcefully extinguished by our own law enforcement officers. Why? Because we directly and continually allow police brutality and systemic racism to survive through our silence, and through our inaction. That is the status quo, and continuing a local state of emergency to perpetuate that, says everything. We can do better, and we NEED to do better, if love and equality are to win in this country, and in our world. Please.

The Sacramento County Board of Supervisors must also use its power to denounce the collaboration between Chief Hahn, Sheriff Jones and DA Schubert in their refusal to prosecute police officers for their murders of our own Sacramento County community - Stephon Clark, Mikel McIntyre, Joseph Mann, Dazion Flenaugh, Adriene Ludd, Brandon Smith, and countless others.

As a medical student and lifelong resident of Sacramento, I am disgusted with the idea of continued funding towards an entity that despite being charged with protecting our community inflicts so much physical and psychological harm on its members. In the past few days, I have witnessed police officers tear gas and shoot our community members with rubber bullets, meeting the ongoing protests with EXACTLY what they are fighting against – state-sanctioned violence towards black and brown bodies. The current response of the police force completely dismisses the righteous pain, anger, and demands for justice of our community members of color, seeking to suppress and stifle their voices instead of listen. Rather than investing in their silence, Sacramento County should be looking inward at the systemic racism and white supremacy that endangers the lives of people of color and reinvesting in programs that will build them up. Rather than pouring more taxpayer dollars into directly harming its members, Sacramento County must defund the police and increase funding for community programs focused on physical and mental health, youth development, and community development.

Please we implore you to consider a way the police can show their support that BLACK LIVES MATTER and that all people deserve fair and just treatment by all.
