I don't think the bill's sponsors or supporters understand the affiliate marketing. To be clear, "affiliate advertising" is just that -- advertising. Any sales or other interactions take place on the remote seller's website. Affiliate advertising no more establishes a physical presence in Utah than a highway billboard inviting people to Las Vegas means Vegas is now part of Utah.

This bill is passed will put thousands of people in Utah and across the country out of jobs, put others out of business, and damage local businesses. MANY unintended consequences will follow that lawmakers are blind to. I have seen it before as other states have passed similar legislation.

The precedent has already been set in other states. When states pass this kind of legislation, they simply sever ties with the affiliates in those states.
That means all the revenue is lost along with the income taxes associated with it AND the stimulus from the purchasing power it provides.
Please pay attention to these consequences!
