DIFENDIAMO L'UTOPIA Era il 2004 quando il Casale, edificio storico del quartiere San Paolo, lasciato da anni al degrado totale e all’abbandono, veniva assegnato al Servizio Civile Internazionale dal Municipio ROMA XI. Stanza dopo stanza, mattone dopo mattone, è solo con il lavoro collettivo di tutti noi che quel luogo è diventato “La Città dell’Utopia”: uno spazio nuovamente aperto al quartiere e, soprattutto, un’esperienza imprescindibile di partecipazione e azione politica dal basso. Oggi “La Città dell’Utopia” è un luogo sociale di incontro, aggregazione e attivazione animato da gruppi eterogenei, dalle associazioni e dalle singole persone che lo condividono. Da alcuni anni il progetto promuove un mercato contadino che sostiene la filiera corta e l’agricoltura biologica; durante la settimana i cittadini offrono più di 20 corsi per altri cittadini; vengono organizzati eventi a tema e di sensibilizzazione con ospiti nazionali e internazionali; alcuni spazi del casale, come il giardino, sono curati dalle persone del quartiere. Il Casale è molto altro ancora. “La Città dell’Utopia”, è “creazione di opportunità”, ovvero costruisce contenitori, proposte e spazi che rendono possibile la partecipazione. E’ “laboratorio”, ovvero un luogo aperto, flessibile e in movimento, che sa valorizzare e trasformare in azione le proposte ed i contributi individuali e di gruppi. Improvvisamente tutto questo rischia di essere cancellato. Lo scorso gennaio il Municipio XI ha minacciato la chiusura della Città dell'Utopia e la sospensione di tutte le attività svolte, nel caso non si fossero trovati i soldi per il rifacimento del tetto, già in cattive condizioni nel momento dell'affidamento. Un ultimatum inaccettabile dato che lo stesso Municipio si rifiuta di prolungare l'affidamento oltre il 2011. Solo un’assegnazione pluriennale (come quelle ottenute da vari spazi sociali nel territorio) ci permetterebbe di continuare ad investire energia e risorse nel progetto, come abbiamo fatto in questi 5 anni. Ma nessuna prospettiva ci viene oggi data rispetto al rinnovo della convenzione. Non sappiamo se e quali mire esistano sul Casale Garibaldi, ma riteniamo che quello che sta succedendo si inquadri nel contesto di crescente chiusura e ostilità da parte delle istituzioni, nei confronti degli spazi sociali e di partecipazione, a Roma come in altre parti d’Italia. Facciamo perciò appello a tutte le realtà sociali a sostenere la lotta per la difesa di questo progetto in quanto espressione di autonomia, di resistenza civile, di cittadinanza attiva e di spinta al cambiamento verso una società egualitaria ed inclusiva. Per sostenere il progetto de “La Città dell’Utopia” e la richiesta del Servizio Civile Internazionale di un’assegnazione di più lungo respiro, si è costituito un Comitato Cittadino. La prima decisione del Comitato è stata di avviare un confronto aperto su quanto sta accadendo sul nostro territorio e a Roma. Lunedì 16 febbraio alle h.16.30 è stata indetta un'assemblea cittadina dentro il Municipio XI, presso la sala Consiliare in via Benedetto Croce 50, a cui tutti voi siete invitati. Per dire no a chi vuole requisire ogni spazio sociale perché l'Utopia non si cancella DEFEND THE UTOPIA In 2004, the Casale Garibaldi, a historic building situated in the southern part of Rome, abandoned for years and left to total decay, was allocated by the local Municipality to the Service Civil International Italy. Room by room, brick by brick, it is only thanks to the collective work of all of us that this place has become “La Città dell’Utopia”: a place that reopened its doors to the neighbourhood and most of all, a unique experience of participation and grassroots political action. Today, “La Città dell’Utopia” is a social meeting point and a place for active participation animated by various groups of people, associations and individuals who share this place. For several years the project has been promoting farmers’ market sustaining a short supply chain and organic agriculture; during the week citizens give over 20 different courses to other citizens; thematic and awareness events are organised with local and international guests. Above all, “La Città dell’Utopia” is a “creation of opportunities”, it creates spaces and proposals that enable the participation. It is a “laboratory”, an open, flexible and dynamic reality that is able to give the right value to proposals and inputs of individuals and groups and turn them into action. But suddenly all this might disappear. In January, the local Municipality threatened to close “La Città dell'Utopia” and stop all its activities if the money needed to renew the roof, which was in a poor state when the Casale was allocated to SCI in the first place, would not be collected. This is an inadmissible ultimatum considering that the Municipality refuses to extend the allocation of the Casale to SCI after 2011. Only a long term allocation (as many social places in Rome have obtained) would enable a further input of our energy and resources in the project as we have done for the last 5 years. Unfortunately, at the moment nothing seems to guarantee that the Casale will be allocated to SCI again. We don’t know if there are any other plans on the Casale Garibaldi, but we believe that what is happening matches perfectly with the context of increasing hostility of the institutions towards social realities and places of participation in Rome and all over Italy. Therefore, we urge all social realities to support the fight for the defence of the project as an expression of autonomy, civil resistance, active citizenship and promotion of a change towards an egalitarian and inclusive society. In order to support the project “La Città dell'Utopia” and the request of the Service Civil International for a long term allocation of the Casale a Citizen’s Committee was founded. The first decision of the Committee was to hold an open discussion about the events in the area of the Casale and other parts of Rome.
