I believe this is the 2nd stage of a 3 stage process and that the 3rd stage will be to close any defined benefit element and move eveyone into a purely defined contribution scheme, accomplishing the aim of shifting the risk and cost of the scheme onto individual members. USS proposed changes are politically driven and without a true financial justfication.
