URGENT! Stop Choto Landing Development in West Knoxville

I am a concerned citizen who opposes the proposed housing development, Choto Landing, located at 12320 Northshore Drive, for the following reasons: 1. Lack of Conformity - High-density attached dwellings are in direct contrast to the single-family, rural-residential character of the area and will diminish home and property values. The Fair Housing Act prohibits housing discrimination based on race, color, religion, sex, familial status, or national origin. The opposition to this project has no objections based on improper factors. 2. Traffic!! The property is located near a blind hill on Northshore Drive which is a highly-trafficked, dangerous two-lane corridor with no shoulder. It is highly congested with frequent blockages and delays. Fatal accidents are common. Adding additional development along this particular corridor would be both reckless and irresponsible. 3. Flooding!! This location has already been flagged as a flooding and runoff threat to neighboring subdivisions. 4. Overcrowded Schools - Farragut K-12 schools are severely overcrowded and have reached a crisis point. The original zoning approval for PR <5 DA/AC (file: 10-M-20-RZ) was based on the projected school impact of 23 additional students. However, the current proposed section 8 development includes three- and four-bedroom units, and Per Knoxville’s own Community Development Corporation Administrative Plan for Section 8 Program (pages 33 and 34) there is a minimum occupancy requirement that far exceeds the estimated 23 additional students, and would add upwards of 100 students or more to already struggling schools. Misuse of Federal, State and Local Tax Dollars - Affordable housing should be build within close proximity to employment, like the hundreds of retailers found at Turkey Creek or along Kingston Pike and Parkside Drive. It should be located in an area that includes nearby infrastructure such as sidewalks, bike lanes and public transportation.

Choto is already a very and dangerous road... please do not approve this!

Putting government subsidized low-income housing in this area is irresponsible and does nothing to enrich the area or the individuals looking to populate the residences there. The area is remote, there is no infrastructure or public transportation. There are no employment opportunities. There are no sidewalks. There are no buses. People in low-income housing tend to lack personal transportation and therefore may be faced with a lack of transportation to a job that is not local to the area. There are no jobs that could be walked to. This is an irresponsible endeavor and these plans should not come to fruition.

People in the community should have a say in this project

Northshore Road is a traffic nightmare for a country two lane road. We moved out here 33 years ago to be out in the country. At that time all houses were to have an acre of land. My tax money should be used for roads, schools,and sheriff’s protection, not subsiding housing.

Lived here since October 2022 near the intersection of Harvey Rd. And Northshore. This is a dangerous 4 way stop intersection with narrow, curvy, hilly, blind spots approaching this intersection. The volume of traffic has increased significantly due to the residential development/growth in Loudon county. Cars, dump trucks, contractors trucks, other commercial vehicles rarely come to a full stop and/or even signal turns! This volume of traffic from this intersection to concord circle, especially with the narrow roadway, ditches on each side of curvy Northshore especially during school time and rush hour is scary and dangerous with most vehicles driving far past the posted speed limit! WE DON’T NEED ANY MORE DEVELOPMENT, ESPECIALLY OF THIS TYPE, ON NORTHSHORE!!

Our concerns stems specifically from increased traffic, overcrowding of schools, increase in crime and impact to property values. We are fully against the Choto Landing project and feel that there is an abundance of other areas that would be better suited for this type of housing.

This is ridiculous

It sounds like Choto Landing Development is trying to “sneak’ this project through without any input from those of us who live in the Choto are. Even our Mayor has not sought out feedback from the community.

This is a travesty, and we cannot tolerate this to our neighborhood!

No more room for additional students in the schools

Too much housing is already being built throughout Knox County including single family homes and apartment complexes ..without an increase in infrastructure, roads or law enforcement personnel; all of which are needed now..before any more building. Do not use my taxes to build Title 8 housing.

This is not the appropriate location for this type of housing. Northshore is already saturated with homes and traffic is horrific. Not to mention, Farragut schools are busting at the seams.

No More Developments on Choto Road It is congested as is now and we dont need anymore housing projects on Choto Rd.

I strongly oppose the Choto Landing Development.

Not the area for this. This type of housing needs to be close to jobs and public transportation not in a rural setting. Plus Northshore drive needs to be able to handle more traffic before any further development happens.

I agree that there should be no more building in this area without major infrastructure improvements
