uniforms are crazy expensive these days and it just puts so much stress on parents. sewing a patch on a cheap shirt from the warehouse is way smarter than paying 80 bucks for the branded ones.

The fees for NCEA were dropped, as a law was changed so that you couldn't charge for anything required for education (can't remember the exact wording)... but if you are REQURED to wear a uniform to school, then the cost can't be too high (or cost anything really) to exclude some students.
