If other cities like Bristol, London, Manchester, can do the same with there unused space underneath bridges why can’t Portsmouth?

It's important for the city and surrounding areas that there is a safe area for the youth to enjoy. Rudmore roundabout is a perfect location. Rain or shine they will have somewhere to go.

My local skatepark, milton, is always affected by rain and takes a few days to dry up usually. Me and some mates have been wanting an undercover skatepark for a long time.

This is long overdue in the area of Portsmouth. The nearest undercover park is over an hour away by car, which is a luxury many young people don't have. Skateboarding is an incredibly positive community and form of exercise for body and mind. Let this happen!
