Property of the Temple belongs to the temple. It is sacred and hurts the devotees if they are lost or sold. The devotees are from all over India. The decision should be national and not that of the state alone.

If you do that be prepared for Deiva Nigraham and at the minimum inundation of Entire Kerala in the coming monsoon..you will go with a begging bowl to Gulf .
