According to article in AP Press, the Chabad has been operating as a “small home worship center” since 2011 & just got a zoning violation October 2014 for operating in residential zone. Apparently, someone caught on to the “10 to 15 people worshipping on Saturday on this 8 acre piece of property. If the property is in residential zone, how did it get classified as a Church and charitable property with an assessment value of $815,000. See NJ Property results at this link & read the asterisk notation at bottom of page under the figures - - - http://php.app.com/mod4_10/results.php?county=Ocean&muniprop=Toms+River&location_num=2001&location_st=church+road&owner=&Submit=Search&classname=%25&descp=
Check out the Facebook page that has postings from July 2011, but this was only going to be for incidental worship!? https://www.facebook.com/JewishTomsRiver or perhaps the website - - http://www.chabadtomsriver.com/.
Seems very involved for only 10-15 people on Saturdays. If a location is needed for worship, I would recommend the synagogue just up the road B’nai Israel 1488 Old Freehold Rd, Toms River.

There is an ordinance in place for a reason that all Tom's River residents have lived by and it would not be lawful or fair to the tax paying citizens of Tom's River to change it. Church Road is so congested as it is during school hours that we try to avoid the road whenever possible!!

If this approved it will set a precedent and we will have tax exempt religious schools all over North Dover.

This cannot be allowed to happen,if 1 school is approved it will open the floodgates, and toms river will turn into another Lakewood, where they have over 200 of these schools, that are not paying taxes, getting free busing, on the taxpayers dime, traffic that is unbearable. All you have to do is look at Lakewood and that will be the future of Toms River, if this is not put to a stop NOW

There are plenty of areas in toms river to put growing schools besides neighborhoods anyone who knows that road should have enough common sense not to put a school with kids on it
