It would be unfair to deny a qualified professional a three-year appointment and tgen turn around and deny tgat same professional an appointment for one year. The two shouldn't be linked.

Let's not go backwards. The recent contract was supposed to enhance, not erode, working conditions for adjuncts.

Hi Judith,
The sad truth is that the three-year contracts along with Bowen's effort to push the up-or-out mandate is not union busting; it is Bowen busting adjuncts. CUNY, as far as I've been told, is not in favor of Bowen's proposals. Ironically, it is the very people who are supposed to be protecting us who are placing our jobs in greater jeopardy. The even greater irony is that they're doing this in in the name of job stability. On the surface it may appear to some or many that the three year appointments are a stabilizing factor. What we seem to be on the verge of having, on the contrary, is greater insecurity. We urgently need to protest Bowen's up-or-out provision before it goes into effect.

It turns out, that the new PSC contract is very similar to the 2014 UFT contract, in that it favors potentially cheaper, and inexperienced faculty rather than seasoned and tried and true staff members.
Since 2000, older, experienced UFT teachers have been targeted for harassment and job loss, in favor of newbies. Not because they're better, but they're cheaper.
CUNY is staffed by way more adjuncts, rather than full-time faculty, because it is the cheaper way to go - few benefits, if any. Now it seems, that is not cheap enough. It's only time, when chrongs of adjuncts will not be re-hired in turn for lots of graduate students being plucked to teach classes.
Let's call it what it is....Wholesale union busting

The union didn't "miss this clause." They, or rather Barbara Bowen, wrote it. The up-or-out provision is one that she is trying to insert into an already ratified agreement. Her name is on the documents in which this unfortunate mandate has been articulated.

How can CUNY management talk about providing quality education for students - and at the same time, treat part time faculty - the majority of the institution's faculty - with such professional and ethical disrespect?

The Multi-Year Agreement either provide or suggest that an adjunct who is considered for, but does not receive, a three-year appointment, cannot be rehired by her department for one semester or more semesters.
This seems like a very unfair benefit to most adjuncts. I have taught a class a semester for 8 years inclusing most summer sessions yet every semester I have to fill out a sheet to receive a random class 2 months before I am expected to teach it. It doesnt seem fair that I am not given the option to have a class for a year. Also most colleges don't assign more than 1 course to an adjunct per semester so I do not think this agreement benefits the adjunct community since you have to teach 2-3 classes a semester to gain appointment status.

The PSC is the institution that we should trust, are we now to start questioning their motives? If they encouraged to ratify a contract that they knew would hurt some members, then maybe it is time to think about replacing them,
