The United States Needs an Overall Emergency Warning Strategy
We, the undersigned, ask the Congress of the United States to enact legislation to create a national strategy so emergency public information, including warnings, will always be coordinated with other emergency response measures.
A Partnership for Public Warning report that was written ten years ago, "A National Strategy for Integrated Public Warning and Capability”, can serve as a starting point:
"Technical capabilities without consistent policy are wasted investments." *
*Quote is from Art Botterell. Art played a key role to bring the Common Alerting Protocol (CAP) to life as a Trustee for PPW. Art is considered by many emergency warning experts to be the father of CAP. CAP is the core vital technical emergency warning capability that needs that national policy to help save more lives and property by getting timely protective actions to people at risk.
