I urge Westchester County to revise the current draft law which allows for dogs to be tethered 17 hours a day without any supervision. This is far too long to provide any benefit and is in fact, detrimental to the animal.

Tethering any animal is inhumane and abuse.This law is a disgrace Westchester county do the right thing, make it illegal to tether a dog and enforce the laws.

Tethered outside for 17 hours a day....you have got to be kidding me! No living creature deserves this type of treatment especially pets who are part of the family. Shame on whoever came up with this law.

This law is inhumane as submitted for approval. It needs to be revised to limit the time allowed tethered, without supervision. No animal should be tethered for any amount of time without supervision, shelter, food & water. IF a limit must be set, it should be no more than one hour unsupervised

Who can truly believe that this is acceptable on any level? Chaining a dog is cruel. It is a high standard of abuse.

This would be a giant step backwards in understanding the needs of dogs. They are social and active. Do not have a dog if you need to tie them up most of the day.

Our group, Cat Squad, has been fighting the corrupt government in Ossining for a year and a half. A few months ago they passed a sham of a law that allows dogs to be tethered for 12 hours , unattended. A strong county law needs to be passed to supersede such useless laws in municipalities.
