No dog should EVER be tethered for 17 hours! That’s crazy. Take weather conditions, and so many things. Our pets are our family. They should be treated as such!

As a pet caregiver by profession, I can say knowledgeably, heavy chains are cruel, as is submitting a dog to weather extremes for hours at a time.

If you don’t have time for a dog, don’t get one. Do your research on the breed before you decide to get one. A high energy dog may not be fore you.

This is insane! 17 hours a day is way too long to be outside and unsupervised. I can see a thousand things that can go wrong. If u need to tether a dog for 17h a day then u shouldn't own a dog!

No dog should be left chained for any reason, it is worse than someone spending a life sentence in jail . Dogs will give you endless love and affection , welcome them into your home and experience it, they will become your little child. Trust me I did it, I will never regret it, I have a pitbull that came to our door and never left us. I cannot live without her.

The proposed law is cruel, inhumane, and I, for one, would like to think the people of Westchester County have more class that to sanction this kind of abuse in their own back yards. We have coyotes all over this county. How is a chained, unsupervised dog supposed to protect itself from predators? I could go on and on about the many ways this could be dangerous for dogs.
