I support a full ban on the tethering of dogs period. A civilized and compassionate society should have no place for this practice that enables dog owners to essentially neglect, abuse and disregard the animals who are solely dependent on their care.

17 hours for a dog tethered unattended outdoors is more than enough time for a dog to die of heat stroke or hypothermia in extreme weather. The BOL needs to go back to the drawing board and come up with something better. We need a tether law that protects dogs, this is not it.

I support a Tether law that protects both the dog as well as the community, but a law that allows a dog to be chained unattended for up to 17 hours a day does neither. Please revise the draft law to limit the duration a dog can be tethered to no more than 1 hour and please make sure dogs cannot he left outside unattended. How can a responsible party ever know that the dog is safe if left unattended? And if the dog ends up barking incessantly, how will the responsible party ever know if they are not on the premises? Please create a law that protects and not just a law that gives lip service to the topic. Thank you.

It is inhuman to tether a dog or any animal for 17 hours. I support a 1 hr. limit with other safeguards that protect animals against such harsh conditions of excessive heat, cold, rain, sleet and snow.

Dogs have the same emotions as humans: pain, fear, anger and love.
Chaining makes them feel as you would if you were chained by your father.

The notion that the County would even consider a law that would allow dogs to be tethered for 17 hours is disheartening. I urge the County to implement the suggested changes to this law for the safety of the community as well as the humane treatment of dogs.

Barbaric and inhumane to chain dogs up to 17 hours a day! Let’s NOT encourage irresponsible and cruel behavior on the part of dog owners to get away with this type of treatment. Sorry but dogs in Westchester County and everywhere deserve better.

Tethering should be with supervision and not for extended periods of time. Tethering does not provide safety for the dog for circumstances where a human or animal approaches the chained dog, who has limited options while tethered. Water, food and shelter are a huge concern.
