I support these restrictions. The registration of land titles instruments is a sensitive practice and can cause public harm if not done responsibly.

Time after time, companies register NOSI's without adequate contact information (often without any fax, telephone, email) or worse, the company goes out of existence without any notice to the owner or the LRO. The only person who ends up suffering is the public.

I agree entirely and have thought for some time that only lawyers should be able to register Notices of Security Interest in particular. I have seen many fraudulent NOSIs registered to the extreme detriment of real property owners, with relatively little recourse against the non-insured lay person who registered them. I guarantee that levels of fraud will go down if only lawyers are permitted to register such instruments.

I'm concerned with fraud consequences if Teraview is opened to the public and not restricted to people with oversight (ie lawyers).

We deal with problems created by non-lawyer's registrations, regularly. Registrations done without notice to owners, incorrect company names, door-to-door vendors to elderly, of fraudulent sales, then assigned, incorrect information. This undermines the excellent system that has been created, and fails to protect the public. Licenced and insured persons only, should be entitled to register instruments.
