Please attend the meeting at 7:00 p.m. held at the CUSD district headquarters at 33122 Valle Road in San Juan Capistrano. Arrive early to fill out a speaker card if you plan on speaking.

Bottom line, if refinancing a bond results in savings to the taxpayers, and the financial/construction obligations have been met, then any savings should be passed on to each taxpayer. This is the same as refinancing a home mortgage at a lower rate, resulting in savings to the mortgagee. Also, since some Talega residents may move in or out during the remaining years of Mello-Roos taxes, the savings should be passed on annually, rather than shortening the duration of payments. This way, every resident has an equal opportunity to share in any savings resulting from the refinancing.

Thank you Talega for filling the CUSD meeting tonight with support for fair taxation and equitable treatment of Talega taxpayers. Our huge turnout made a difference as did your petition signatures. Our Talega resident/speakers did an incredible job. They were on point with their topic, organized in their thought, masterful at their delivery, and most of all, were successful tonight in convincing the board to rethink spending our excess special tax funds on roof repairs and maintenance at San Clemente High School. The Board voted to move forward on bids for the project, but concluded they need clarification as to whether the Talega surplus tax money can be spent on it.
With regard to the second issue as to a re-vote on whether to pass the savings from the 2013 bond refinance to the taxpayers, we were successful in convincing the board to take up that re-vote at the January meeting. So our work is not done but we felt good about the results at the meeting. Please join us as we head back in January 2014. I will inform you of the date once the CUSD posts on their website at http://capousd.ca.schoolloop.com.
