You're a foreigner in Taiwan making minimum 60,000NT a month and say one day you want to buy something online. You have a credit card back home but because of being overseas and IP issues, you're unable to use it. Now what do you do At the moment we have to bother someone we know to use their card.. either a family member back home or a Taiwanese friend etc. It's quite inconvenient and if it's a present for someone, perhaps ruins the surprise.. or makes it even harder to get it for them. Basically this petition is hoping to get 1 out of the many banks in Taiwan to allow foreigners to apply for a debit card. This isn't a credit card where they need some kind of guarantee that you'll pay them back. A debit card uses the positive balance in your account and does not allow you to go into debt/ owe the bank. When there are enough signatures on this petition, I will take it to all the banks until I find one with enough common sense to realise that this could be a good way to get more business in this trying economy.
