Developers strip the land, clear cut trees, build track home communities , increase traffic, crowd our schools, strains our emerg response & adds more on the sewer systems. The towns & tax payers are left with the mess.
This break will allow Lex Co to assess somethings to move forward responsibility.
Developer impact fees are needed in SC.

We really need to take control of the building of neighborhoods with tons of home & tiny lots. Let's model ourselves after other areas that require a half acre lot so the neighborhoods aren't so dense. Also the roads & schools just can't take more people!

The growth has gotten out of control! They havent given any access roads other than the ones we have had! The big trucks not only are tearing up our roads and speeding thru this small town!! Its always how much money can we get vs how many people can one town hold!

We must stop the insanity of all the building of cheap houses. There is no infrastructure in place for this massive expansion. There has to be a slow, methodical, planned growth.

Traffic is terrible around Chapin. You keep taking trees down and the animals have no where to go. These neighborhoods are destroying this once little town. The drainage after it rains is another issue. When does it stop?

The developers need to pay for the infrastructure that they are creating a BIG need for due to the large numbers of homes they are building. They should be responsible for widening roads, adding sewer, natural gas, fiber optic cable, etc., etc. ..... If they want so badly to develop this community, they need to put forth the funds to pay for how this development will ultimately affect this community.

Absolutely! But Chapin Town Council must immediately stop promising sewer taps to developers! The best keep secret by the Town of Chapin...they control the number of homes per acre that a developer can build (on up to Lex. Co's max zoning)!
The subdivision's density is based on the number of sewer taps that the Town of Chapin will authorize and they have been authorizing the MAX at the request of developers.
The County must have the Sewer Availability Letter (Chapin's sewer authorization) as part of the developer's initial request for subdivision approval. If a tract is zoned by Lexington County for 10 houses (or whatever) per acre, the developer can only build 1 or 2 houses (or anything less than 10 per acre) or even deny sewer taps, if Chapin would only use the authority it has by law to do what is in the "best interest" of the Town. (The Judge even referenced this in her Order as a way to limit development! ) Right now, they are killing it.
In a hypocritical response to Lex Co's temporary moratorium, this past week (but weather delayed the meeting), Town Council was going to approve a Resolution in support of the moratorium but do nothing to limit the real cause of over-development -- they continue to give developers all the sewer taps they want! Essentially, the Resolution was just another effort on the part of the Town to erroneously shift the blame to the County.

Traffic is out of control, roads are a disaster, first responders can’t get where the are needed timely. The developers should address and complete what is necessary for these issues before building homes is allowed to begin.

We do not currently have the infrastructure to support any more development. Due to current traffic, I just sat through 4 red light changes in Chapin, on Saturday, before I was able to get through the light. It's worse than that on weekdays.

Residential growth with similar investment in infrastructure is short sighted and dangerous. Growth, yes, but planned for and with the impacted community is key.
