A mid-1800's public-private partnership provides the provisions of New Yorkers's free rights in reciprocity for the institutions' rent-free use of City-owned buildings and public parkland. The institutions were intended as places of instruction for school children and adults. After 150 years, no city administration or institution stewards called for ensuring that the laws were codified to require that agreements between the city and the institutions complied with the laws. That's why the study called for in the joint bills is needed. The reason for the study necessitated in the provisions of the two bills, will, for the first time in 150 years, codify the facts of New Yorkers' rights to free access. Unlike the Smithsonian, the collections held by these institutions are privately owned. The purpose of the public-private partnership structure was to provide the terms under which New Yorkers were to be remunerated for our public dollars and forfeited rent to these institutions.
