The people moving out of the DCs will be going into the community services, which are horribly under-funded. Currently some of the regional centers won't even pay the local minimum wages required by the state! So that money should follow the people it is designated to support.

The Lanterman Act is a vital role in supporting the developmental community. You MUST support the needs of your constituents who also include the developmental population.
