My wife (Jeannie) and I have great concerns about Havenwood Meadow Drive being used as the main entrance to the proposed Saddle Creek Estate sub-division. We have listed our concerns below. • Increased traffic on Hillsdale Road and Havenwood Meadows Drive: o Roads are not wide enough and Havenwood Meadows HOA does not allow overnight parking on the streets to help with the narrow streets o Increase of speeding traffic on Hillsdale Road and Havenwood Meadows Drive o Residents walk and bike through the Havenwood Meadows neighborhood now and adding additional and speeding traffic this will add a risk to the neighborhood residents o Drainage (standing water) on Hillsdale near 41 o Increase in accidents with additional traffic entering and exiting 41 o Residents do not want an addition stop light at Hillsdale and 41 o No right hand turn deceleration lanes on 41 for East or West bound traffic onto Hillsdale Road o Apartment complex proposed on the North-West side of Hillsdale between 41 and Old State Road will add to the traffic problems. That section of Hillsdale has drainage issues along with being a narrow road with no shoulder. o Havenwood Meadows has already been a hot bed of break in’s and there has been an attempted abduction so by adding more homes this will only increase these possibilities and we see little to no patrols form the county sheriff’s dept. • If Saddle Creek Estates move forward the residents that live on Havenwood Meadows Drive should receive financial compensation for the road: o When Havenwood Meadows sub-division was developed the infrastructure cost was passed along to the residents when they purchased a lot. Saddle Creek Estates should not have the right to use Havenwood Meadows Drive as their primary entrance without reimbursing the residents that live on Havenwood Meadows Drive for using this road. In reality when a resident purchased a lot in Havenwood Meadows sub-division they helped paid for the roads.

The access of this new subdivision through Havenwood Meadows and increased traffic as a result is highly opposed by the residents of Havenwood. This is a safety concern for our children, especially now that the development of Havenwood is nearly complete. Please consider access through a different location.

Please do not approve this development without the substantial infrastructure necessary for safety of the whole community

The once country roadways in McCutchanville are already overused and under developed for the amount of current traffic. We need wider roads, better shoulders, turn lanes, better signage, and enforced speed limits. Many of us moved to the area to be able to live in green space out of the hustle of city traffic. It is irresponsible and unconscionable for a developer and Plan Commission to move forward with plans for a totally unneeded and poorly planned subdivision in this residential community.

I live at 9540 Baumgart Rd. My wife and I purchased this home approximately nine years ago so that we could have farmland and a nice quiet road to raise our children and animals. We've learned over the years that the road can be hazardous due to the curves and wildlife in the area. Adding a subdivision this close in proximity will affect our daily lives and Will not allow us to enjoy our quiet road. We are concerned about the school buses stopping to pick up our children and the inability to see the schoolbuses with high volumes of traffic traveling the curves. The wildlife in the area will be greatly affected by the subdivision being added. The wildlife would be forced out of their habitat which could potentially cause issues for all of the residents in the area. The higher traffic volume at the entrance of the subdivision is planned to be in an area where there is little to no visibility for traffic going in and out of the subdivision. This additional traffic will also cause an issue at the Baumgart and Browning Road intersection. This intersection has a stop sign currently however there are large volumes of traffic and decreased visibility at that intersection as well. This could potentially cause additional traffic accidents at that location. We feel that the subdivision will not improve our property values and will only take away from the charm and beauty of the area. We purchased our home far away from subdivisions intentionally. Our neighbors have been farmers on this road for over 100 years. We felt that by investing our money in a home in this area we would be safe from future development that would affect our daily lives. Please reconsider building a sub-division in this area.

The proposed subdivision to be located behind Havenwood Meadows Subdivision and off Baumgart Road needs heavy consideration by the city of Evansville's Planning Commission and Drainage Board for various reasons. First, the new subdivision having one of its two entrances from the current dead end of Havenwood Meadows Drive will create unnecessary traffic which is speculated to cause vehicle safety, unwanted noise, increased traffic, and danger to pedestrians and surrounding neighbors living nearby. Recently, Havenwood Meadows lowered its speed limit from 30mph to 20mph to help counter some of the traffic issues already present in the subdivision. Traffic will only get worse with potentially vehicles from 128 lots utilizing Havenwood Meadows as a thoroughfare. Havenwood Meadows Drive would be considered too dangerous for pedestrians and increase risk of accidents and injuries. During winter months, snow removal on the roads inside Havenwood Meadows is inadequate and will only cause more issues with there being more traffic in and out via Havenwood Meadows Drive. Baumgard Rd. is no better and some parts are not even paved, chip and seal or gravel at best. Construction traffic will only increase safety risks during the potential development phase and likely reduce the quality of the arterial roads within Havenwood Meadows. The increased noise from construction and removal of trees and scenery will greatly reduce the visual aspect of the neighborhood and adjoining lots in this area, plus displace much wildlife. Adjoining lots and even interior lots of Havenwood Meadows and surrounding neighborhoods could see issues if the city does not consider drainage and sewer adequately. Much of the precipitation runoff will proceed into Little Pigeon Creek and nearby ditches that flow into Little Pigeon Creek, all of which flows under E. Hillsdale Road which are erosion and flooding issues. Currently only residents familiar to the field of the proposed subdivision k

I am strongly opposed to the Saddle Creek Estates development. If it were to be approved, there must be different access streets into the development, NOT through Havenwood Meadows as is now planned. The intersection of HIghway 41 and Hillsdale is already congested enough during the evening commute. We don't need more traffic lights on 41 either.

Terriable idea for an additional subdivision of this size so close to Hwy 41. Roads in Havenwood Meadows were not designed to handle this many additional residences, any development there should have its own entrance.

At the very least this proposed subdivision needs another access point other than through Havenwood Meadows. As pointed out by others, the infrastructure does not currently exits to make this a safe addition. The intersection of 41 and Hillsdale is a poor choice for added traffic, especially considering the develop of the apartment complex on the NW corner.

Hillsdale & 41 North is already a very dangerous intersection. Any development in this area should have an entrance separate from Havenwood Meadows. preferable to Mt. Pleasant Rd. or onto 41 North. # of homes in development should be limited due to proximity of busy Hwy. 41.

The infrastructure does not exist today for another development sharing the same inlet/outlet roads as Havenwood Meadows. Highway 41 and Hillsdale will also need a signal light or at least a new lane to merge onto Highway 41. It is already a very dangerous intersection.

This would be a traffic nightmare with an additional 200+ vehicle cutting thru Havenwood Meadows Subdivion, They need their own safe entrance just like we have.

This would be a traffic disaster for our small rural community. The potential for 200+ vehicles in the morning and afternoon commute is not feasible with this proposal.

This subdivision without significant and substantial infrastructure improvements presents a clear and present danger to this beautiful area of northern Vanderburgh County. The proposed subdivision represents irresponsible development and our County Commissioners need to represent our interests in McCutchanville to keep it a great place to live.

This is a very safe subdivision. When someone speeds through the subdivision we work together as neighbor's to remind the driver children are present all the time. Heavy traffic using our subdivision as a main road will create a very unsafe road. Hillsdale and 41 already has car wrecks on a regular basis!
