On April 24, 1981, Charles Manning, was arrested and charged with the first degree murder of his former wife and stepdaughter. He pled guilty on February 27, 1987 in order to avoid a possible death penalty he entered a plea bargain agreement to reduced charges of second degree murder and was sentenced to serve fifty years as a Range II offender (an especially aggravated crime). He was actually given Two 50 year sentences to run concurrent. We the families of his victims (Sylvia June Waycaster age 41 and Belthia Ann Waycaster age 17 at the time of their murder) have opposed any form of early release since Mr. Manning first came up for parole after only 1 year in prison. This is our last chance to keep him in prison. To date he has shown no remorse and remains a threat to society and should remain incarcerated until the end of his sentence. You must be at least 18 years old to sign the petition.


We the undersigned petition the Tennessee Board of Probation and Parole not to allow any form of early release for inmate # 0115293 Charles Manning and enable him to serve his sentence to the end.

Ann was my best friend and I was one of the pallbearers at the funeral. The Friday before her death, she said she was going to tell me something on Monday. This never got to happen. Ann wanted to be a lawyer. I feel if anyone could achieve something like that, it was Ann. I miss her to this day.

Fifty years is not enough for murder but he needs to serve every single day. Keeping him in is the only right thing to do.

I grew up near the family and will never forget how sad this was for everyone. He shouldn't be out walking free after what he did to those two poor souls.

Keep him locked up. The system failed the victims once already by letting him plead down. Don't let it happen again.

Sylvia and Belthia deserve justice. It is sickening that he even has a chance at parole after taking two lives.
