FECA is a bill going through MTSU's SGA. A full copy of the bill is in the blog section.

It is the purpose of FECA to encourage a free market system of food services on this campus, where multiple independent companies may compete with each other in offering their respective food products and services to consumers.

Having only one food vendor results in an on-campus monopoly of food products and services. An on-campus monopoly of food services and products prohibits a system of consumer sovereignty. Prohibiting a system of consumer sovereignty breeds on-campus economic inefficiency, relative to providing food services and products. Allowing more than one food vendor on campus would stimulate competition between food vendors. Competition between food vendors will create a system of better quality food services with lower prices.

FECA requires the current freshman meal plan be included automatically in the transaction list of all services purchased on PipelineMT by freshmen or first year transfer students, but such students shall have the option to opt out of the current freshman meal plan or select a different meal plan option, if available. 

FECA requires that unused meals by consumers rollover to the following week.
